Ohio K-12 Network Subsidy

The Ohio K-12 Network is a joint effort between the Ohio Educational Computer Network (OECN) and the Ohio Department of Education and Workforce (ODEW). The Ohio K-12 Network was created in 1999-2000 to provide funding to assist Ohio School districts in connecting to the statewide K12 educational technology network. The Ohio K-12 Network offers services to all public, chartered and non-public school districts in the State of Ohio, linking classrooms to each other and the internet, while providing access to voice, data, video, electronic mail (email) and other educational resources for students, teachers and administrators. Applicants are also required to have a completed E-Rate application in the previous fiscal year. Per-building allocations for the current fiscal year will remain at $2,100.00 per eligible building. Eligible entities include public schools, community schools, chartered non-public schools, qualifying educational service centers, joint vocational schools, Ohio School for the Deaf, Ohio School for the Blind and the Department of Youth Services.

The Ohio K-12 Network Subsidy provides funding to be used to offset the cost to migrate from OC-3 to Gig-E and to implement internet caching to the Ohio K-12 Network.

A resolution is presented in the Consent Agenda to accept the Ohio K-12 Network Subsidy in the amount of $82,000.00 for the Fiscal Year 2025 (FY25) and to approve the appropriations, identified as Fund 451-2537.

This supports Cornerstone - #3. Operational Excellence (includes Human Capital/Professional Learning); Objective - #1. APS will maintain at least two months of unencumbered cash reserves at all times; Initiative - #1. At the Board Meeting of August 26, 2024, the Board accepted funds in the amount of $1,178,917.42 from the State of Ohio to provide funds for the non-public schools located within our attendance area for operation of Auxiliary Services Program, to provide supplies, materials, equipment, utilities and personnel costs. At this time APS has received the district's carryover amount from the 2023-2024 school year in the amount of $107,674.11. The carryover funding is to be added to the Auxiliary Services budget for the 2024-2025 school year which will now total $1,286,591.53.

At the Board Meeting of November 4, 2024, the Akron Board of Education approved entering into a sub-award contract for the Middle-Mile fiber network with a renewal period of a 10 year term effective March 31, 2025 through March 30, 2035, which provides the district with compensation funding totaling $73,000.00, which is to arrive within 30 days after receipt of a copy of the executed renewal agreement, with funding to be deposited into Fund 499-2539 (Mid-Mile Network Funding Grant).

The next responsibility of the approved lease renewal contract is that Akron Public Schools must agree to provide payment of the grant funding, totaling $73,000.00, directly to the network Lease Provider assigned by the State of Ohio, which is One Community, who provides the fiber connection between the district and the OARnet Point of Presence (PoP) for the term of the contract.

WHEREAS,	the Ohio K-12 Network was created in 1999-2000 to provide funding to assist Ohio School districts in connecting to the statewide K12 educational technology network. The Ohio K-12 Network offers services to all public, chartered and non-public school districts in the State of Ohio, linking classrooms to each other and the internet, while providing access to voice, data, video, electronic mail (email) and other educational resources for students, teacher and administrator. Applicants are also required to have a completed E-Rate application in the previous fiscal year. Per-building allocations for the current fiscal year will remain at $2,100.00 per eligible building. Eligible entities include public schools, community schools, chartered non-public schools, qualifying educational service centers, joint vocational schools, Ohio School for the Deaf, Ohio School for the Blind and the Department of Youth Services.

At this time, I would like to add of the following buildings: Barber CLC, Case CLC, Crouse CLC, Harris-Jackson CLC, Hatton CLC, Leggett CLC, Mason CLC, Rimer CLC, Sam Salem CLC, Schumacher CLC, and Seiberling CLC and change the grades from fourth-grade to second grade through fifth grade AIM (Achieving Individual Milestones) and ACHIEVE (Autism Classrooms provide help through Individualized Engineered enVironments for effective Education) classes and peers, the effective dates remain unchanged, at no cost to the district, funded by outside partnerships.

Akron Public Schools embarked on a sponsorship agreement on July 23, 2018, for the East CLC students participating in the Automotive Training Program (ATP), in which high school students are educated on various car repair, maintenance, and related safety issues. Akron Public Schools allows members of the general public to bring passenger automobiles in the ATP for general car repairs and maintenance, and charges each person for any parts purchased by APS or the ATP.

A renewed cooperative agreement was submitted for Board approval on June 28, 2021 extending the Bridgestone Retail Operations, LLC (BSRO) Sponsorship Agreement through June 30, 2024.

At this time, I wish to recommend extending our agreement with Bridgestone Retail Operations, LLC (BSRO), which now includes a one-day training session, provided by BSRO, at their Akron facility, during a regular school day, to learn BSRO's Standard Operating Procedures (SOPs) for Safe Lift, Wheel Torque, Application of New Tires, Oil Changes, and using the customer service software required at the Firestone Complete Tire Care Centers. The APS Automotive Technology teacher will direct a simulated school-based enterprise with his students operating the Firestone Complete Tire Care Center to work on vehicles belonging to East CLC faculty, staff, and students. If necessary, the customer base can be broadened to include staff based at 10 N. Main Street in Akron to increase utilization. Students should earn up to 250 work-based learning hours, cumulatively, from 10th grade to 12th grade. The 2024 Sponsorship Amendment is effective November 26, 2024 through November 25, 2027, at no cost to the district.

I wish to recommend entering into a one a one-year service agreement to implement a model school-based cross peer mentoring program that supports students from the Akron Public Schools' GEAR UP program with a staff facilitator and trained volunteer community mentor; gather data in partnership with Summit Education Initiative (SEI) to assess the impact of mentoring on student social emotional development, behavior, and academic performance; improve overall mentee behavior and academic performance while building critical life skills that will help them to be successful throughout and beyond their school career, for twenty (20) high school and forty (40) middle school students at the following buildings; Buchtel CLC, East CLC, Garfield CLC, Innes CLC, Jennings CLC and North HS, based on the iC.A.R.E. (Creating Authentic Relational Energy) Mentoring platform. The district investment is for fifteen (15) weeks including: affiliate/license use, database, training and support, curriculum and program materials, and weekly management, with Red Oak Behavioral Heath, in Akron, Ohio, effective December 1, 2024 through June 1, 2025, total cost not to exceed $28,590.20, to be charged to Fund 599-2542 (GEAR UP Grant).

WHEREAS,	the Ohio K-12 Network was created in 1999-2000 to provide funding to assist Ohio School districts in connecting to the statewide K12 educational technology network. The Ohio K-12 Network offers services to all public, chartered and non-public school districts in the State of Ohio, linking classrooms to each other and the internet, while providing access to voice, data, video, electronic mail (email) and other educational resources for students, teacher and administrator. Applicants are also required to have a completed E-Rate application in the previous fiscal year. Per-building allocations for the current fiscal year will remain at $2,100.00 per eligible building. Eligible entities include public schools, community schools, chartered non-public schools, qualifying educational service centers, joint vocational schools, Ohio School for the Deaf, Ohio School for the Blind and the Department of Youth Services.

WHEREAS,	The next responsibility of the approved lease renewal contract is that Akron Public Schools must agree to provide payment of the grant funding, totaling $73,000.00, directly to the network Lease Provider assigned by the State of Ohio, which is One Community, who provides the fiber connection between the district and the OARnet Point of Presence (PoP) for the term of the contract.

BATTELLE STEM INNOVATION NETWORKS (BSIN) GRANTS AWARD AMENDMENT

WHEREAS,

Akron Public Schools has received grants in the amount of $22,500.00 from the Ohio STEM Learning Network (OSLN)/Battelle STEM Innovation Networks (BSIN) Classroom Grant; and

WHEREAS,

The grants follow the Ohio STEM Learning Network (OSLN) for classroom grants; and

WHEREAS,

The funding will be distributed to the five teachers for classroom STEM projects:
